The way the operating system is set up, erased is erased. It'd take tech far beyond that of your average user to access it (such as dismantling the device, removing the memory chips from the main card, and then accessing them)
I can not understand you, in other words, I want to know, if before I do "Erase All Content and Setting", I deleted a file and then do "Erase All Content and Setting" is possible that file can be restored??
The file system is encrypted and using erase all content and settings instantly destroys that key making any data on the iPad virtually impossible to recover.
You'll see that doing this only takes a few seconds.

in otherwords I have deleted an important personal file previously and now I want to sell my ipad , I want to know that if I do "Erase All Content and Setting" now that deleted file would be impossible to recover or not??
