why wont my ipod charge

when i try to plug in my ipod classic it wont charge.. all it does it make a funny sound on the back of it and the screen shuts on and off and it gets bright and then it gets dark agin and the apple sign pops up and goes away... i dont know if i need a new battery or if its my hard drive... 😕
