ipod 4th gen says activation error ? how to fix it please ?

it says "Your ipod touch could not be activated because the activation server is temporarily unavailable. Try connecting your ipod touch to itunes to activate it , or try again in a couple of minutes "
Try:
- Powering off and then back on your router.
- iTunes for Windows: iTunes cannot contact the iPhone, iPad, or iPod software update server
- Change the DNS to either Google's or Open DNS servers
Public DNS — Google Developers
- Try on another computer/network
- Wait if it is an Apple problem
Now iTunes Will Not Install .
My iPod touch 5 says "Activation Error" and tells me to register my ipod touch to the iPod Developer Program Portal. It doesnt let me go on my home page or alow me to do anything else. It also says to go to this website: http://developer.apple.com/ios but I don't know how to register my iPod.
