iPhone Configuration Utility not working

I made a configuration profile with the iPhone configuration utility but when I try to export it, it does not save anywhere. I tried spotlight searching it too, but it's not there. I tried adding the .mobileconfig extension too - doesn't work. There is plenty of hard drive space left. I tried reinstalling and going back to an older version but it still wont work. any ideas?
