Even with iCloud and Find My Phone/iPad app, your chances of finding it are slim.

Apple (and no one else) can not assist (with serial number or iCloud) in finding a lost or stolen iPad.

Report to police along with serial number. Change all your passwords.

Excellent list and reminder to save this information apart from the iPad itself.

If you did not register your iPad wth iCloud, you cannot use it to find your iPad.

Do you have the box? Along one of its edges there is the model and serial number.

Report those numbers to the police.

Report the theft to apple support with those numbers,

Or if there is an apple store in your locality, take the box which has those numbers with your copy of the police report to the store.

I do not know exactly what they can do to find the iPad, but maybe they can put up an alert in case someone else tries to register the same device serial number.

Bottom line:

No serial number, no icloud registration....at least a receipt??? Otherwise most likely no help.
