can i use visa debit card for my purchase at App Store

Some debit cards are accepted and some are not. The cards that are accepted are VISA and MasterCard debit cards issued by a bank in the country where you reside in conjunction with a demand deposit account (checking/savings) that you have in the bank with a verifiable billing address in the country where you reside.

The cards that are not accepted are the VISA, MasterCard, AmEx, etc that you can buy at some local store; regardless of whether as a one-time purchase or refillable.
