not enough storage

I got a new iphone 4s to replace my other iphone 4s. When I go to back up the old one it says not enough storage to back up. When i plug in my new one it also says the same thing? I bought extra storage and it still says the same thing. I was able to get my apps and contacts but not pictures. What am I doing wrong?

iPhone 4S, OS X Mountain Lion (10.8.4)

I understand that you are having issues backing up your previous iPhone. From your description, it sounds like you are using iCloud to back up. The following article outlines iCloud storage in relation to backups:
