I have trouble to find my photo after I sync my ipad mini with my laptop for the first time. I assume it is stored in iCloud, how to view it?

Please help! I'm really stressed out about this. I have lost all my recent family holiday photos after returning from overseas. After I sync my ipad mini with my laptop pc for the very first time. all the photos I had in my iPad mini has gone. I assume it was stored in iCloud. As suggested i should download iCloud Control Pannel to my pc to which I did. After I click "manage storage", it shows I have used up 621.70MB of my total storage 5GB. I tried to click on the BACKUP icon, it displayed (incomplete) next to my ipad. What does it mean by incomplete? Where can I access my photo from icloud? Thank you and looking forward to your reply.

If you have any photos in photostream in the cloud, they will be added to your device when you log into your iCloud account and enable photostream in the iCloud settings.

Thank you or taking your time reply this query. Unfortunately I still can't find my picture. My photo stream folder is empty! :(

But my iclod account says I have 621.7 MB backed up. What are they? How to access this backed up file? What does I meant by INCOMPLETE. Does it mean that the file ha been corrupted during the process? Or ICloud is not compatible to my laptop?
