If I reset my ipad to factory settings, can I then get all my stuff back on to my ipad by syncing? or do i need to restore from a backup?

I have forgotten my passcode for restrictions. I tried to reset to factory settings and then restore from a backup; apparently my old passcode is part of that back up. I'm told i need to reset to factory settings to remove the old passcode. but how do I get my stuff back if I can't restore it?

Please help, someone!

thanks.
