Move pst files to apple mail mbox

"pst" files (indicated in your post title) are not really related to Outlook mailboxes or emails. See:

iTunes: Syncing iPhone, iPad, or iPod touch with MS Outlook requires Unicode .PST file

Instead, you transfer Outlook mail as shown here (should apply to Mountain Lion as well as Lion):
