I found a couple of articles that have steps you can take when you cannot sync Outlook with iCloud.
If you are not able to sync your contacts, I recommend reviewing the section titled "Troubleshooting iCloud Contacts update or setup issues with Microsoft Windows (Microsoft Outlook)" in the following article:
