iOS 6.1.3 is the latest version for your phone. The baseband is irrelevant unless you had jailbroken your iPhone to unlock it, which is, in fact, illegal.
You plug it into iTunes and click on update. That is, unless you have already hacked/jailbroken the device and installed a different baseband. Then all bets are off, and the device it probably bricked.

You cannot update individually. It's all or nothing when you update to a new IOS version.
I know what the baseband is. If the baseband you have is not the one to match the firmware you have, then it has been hacked in someway. If it has not been hacked, then the way to update the iOS is to plug it into iTunes and click on Update. Follow the screen prompts.

If you have an iPhone 4, then of course the baseband is going to be different than the 4S. What version of iOS do you have? Where are you located? Am I correct in assuming that English is not your first language? We are trying to help you, but you do not seem to understand. The baseband is not the memory of the modem. I am not sure where you came up with that phrase.
