I have Snow Leopard and think my printer is older and not compatable to Snow Leopard. Can Apple give my something to make HP Photosmart C4280 compatable with my MAC?

The C4280 runs here on SL w/o any issues. In fact, it also runs on Lion and Mtn Lion. DL and installthe latest HP drivers and you should be good to go.

To get the full feature functionallity from the printer you will also need to install the full feature software and driver for the printer. You can find it linked below. This will include the scan drivers and software. 🙂

I did what you suggested and I get a window that tells me that Apple can't except a third party application.
Change your Gatekeeper settings. Go to System Preferences>Security & Privacy>General. Change your setting to "Allow applications downloaded from" to "Anywhere"
You posted in the wrong forum - Snow Leopard.
Your system profile confirms you are using Mountain Lion. Proof is the "Apple can't accept message" you received about the download. This does not happen in SL.
