You cannot - dictation is part of Siri - no way to have dictation without Siri.

That's odd because I've never turned on Siri but have been using dictation for the 10 months I have had my ipad.
Then you must have been using a 3rd pary app like Dragon?
No. Just used software that came with iPad. Thanks.
The only dictation that has ever come bundled with iOS has been as a feature of Siri. The only way to have dictation, prior to Siri, or without using Siri, has been to use 3rd party software. So if you were using iOS dictation features, you were using Siri.
It used to be doable. My iPad3 has dictation on (microphone icon on keypad) and has Siri off right now.
I was hoping to find out how to do this with a new iPad Air as well but it sounds like Apple has changed things.
Bummer, I don't really care for Siri but do like the dictation feature ...

Believe what you wish, but the fact is that iOS dicatation, and that microphone icon on the keyboard, in Apps only became available with the introduction of Siri. Prior to Siri, there was the voice memo app, but there was no in-app dictation capability in iOS.
I don't have to believe, I know, that as of this moment my iPad has Siri off and has iOS dictation on. Perhaps it is a bug but there is/was some way to achieve that state, that is all I was asking.
