Why is my camer blury?

OK, you need basic education in photography. What you describe is exactly what should happen in low light levels. There is no way to get everything in focus unless there is sufficent light. I'm not going to give a long explanation here, but you can probably learn something by googling "depth of field". (Actually, this is a good explanation: http://www.cambridgeincolour.com/tutorials/depth-of-field.htm).

What you need to do is tap on the object that you want to be in focus. Anything closer or further away will be blurred, unless there is very strong light.

Focusing on something close to the lens usually results in having a blurry background. When this happens does the close object remain in focus? If so the camera may be acting normally.

What happens when you take a photo of a scene that has nothing close to the phone?

There are no settings for the camera on the phone except tapping the object you want to have the sharpest focus. A macro settting is for extreme closeups (like 1 inch away from the object) and requires an external lens accessory for the iPhone.
