Giving another user access to folder

If you have several users, and you only want to share with some of them, you can set up Groups in Users & Groups, then assign users to specific groups. Make subfolders in Shared for each of the sharing groups and set the group for the folder to that group in Get Info, and set everyone to "No Access" or "Read Only"

I'm not a big file share user and know little about it. In order to share a file like you are trying to do within your user folder, you need to make sure File Sharing is turned on. You do this through System Preferences/ Sharing. You can add the user and that folder to the list.

A better way is to just use the Shared folder which resides in the Users folder on the main drive. It lies outside of your user folder and is available to all. You could also create a shared folder in that location and give that person and you access there if you don't want it available to everyone.

Go to Systems Preferences... Sharing... turn on File Sharing... add folder or file to sharing. Doing it this way you don't have to move or delete the file/folder from the user shared folder.

Make sure you set the read and write permissions.

Other users don't have access to subfolders of your home folder. The folder would have to be at the top level of your home folder, alongside Documents, Music, etc.

It doesn't matter how hard you try, you cannot share out a subfolder of your home folder without changing the permissions on the parent folder, which would make your account less secure.

Use the /Users/Shared folder to share files with other users. You also do not need File Sharing enabled to give users on the same Mac access. That is only required to open up the Mac to network logins. As Linc suggested, you could also create a folder at the root of your home folder and share it out, but then, why not just use the Shared folder?
