Here's a simple setup which charged the battery of an iPad Mini using a Thuraya solar panel (satellite power pack) using a USB 12V car adapter.

Although it charged slowly, it still did charge the iPad battery.

The best iPad portable solar charger I found is from Suntactics.com, it's called the sCharger-12 tablet solar charger.
Earthteck sells some very good products, several put out enough power to charge an iPad
I think the best is mPowerpad 2, a solar charger with internal battery and a removable battery pack for mobility.
The Instapark USB Solar Charger works great with the iPad. This is one of the few good solar chargers out there. Be careful a lot of them are junk!
