iCloud: System requirements > Minimum requirements for iCloud is v10.8.2 Mountain Lion.
If the Mac has v10.6.8 installed as your profile indicates, you can upgrade directly from v10.6.8 to Mountain Lion > Apple - Upgrade your Mac to OS X Mountain Lion.
For enabling iCloud > Apple - iCloud - Learn how to set up iCloud on all your devices.
If you were able to get the install disc that came with the Mac, you can use that to reformat (erase) the startup disk and start from scratch.
You can do the same from a Snow Leopard instal disc > Mac OS X v10.6 Snow Leopard: How to Erase and Install
