How do I add to folders on my iPad?

I want to add some files to a folder on my iPad. The files are banks of Presets for a soft-synth, and the folder is the Presets folder. I have added the same files before, to other synths that do not keep their Presets in a folder, but I can't seem to work this out.

iPad, iOS 6.1.3

The iPad does not have a user accessible file structure. All files have to be associated with a specific application. Apps may have ways of organizing files into folders internally. Start by consulting the documentation for whatever app you're using.
