How much is a SIM card to use broadband when out . And we're do I get one

The SIM card is free. Whovever is selling the service will charge for the service. Every service provider has their individual fee schedule. Apple is not a service provider and this community does not serve any service providers. Contact the service provider and ask the question of them.

Also, you need a WiFi/Cellular capable iPad. An iPad that is WiFi can not use a sim card.
