About a week ago, I did try to upload 130 images at one time. That is the first time it did not work.
I tried: deleting that album, creating a new, uploading one image
Since then nothing is working.
There is no indication that the system is trying to upload anything either.
Existing shared streams are working fine and when I create a new album and list people to share it, they get the invite, but no photos upload.

How are you checking, if they are uploading to iCloud or not? The photos may upload to iCloud alright, but not download to your devices, and that is usually a question of the settings on your devices or the battery power. Syncing with photo stream is the first, that will stop, if the battery power drops below 20%.

Sync of devices are fine. I can take a photo on phone and share it as you would expect.
Only issue is with iPhoto on my Mac.
