creating exams with Logic

I am curious if there are any options besides X-Code for creating tests for the iPad only??

What I am trying to do is this.

Quiz 1

Video Plays

When the video ends we have 4 buttons pop up

Please choose the correct resonse

Response 1 Response 2 Response 31 Response 4

If they choose the incorrect response, A video will play and tell them why that is the incorrect Choice.

Please try again till they have the correct response

and then we are off to the next Quiz and the next video will play

All 17 quizes are based on the principal.

Is X-Code my only option for doing this??
