Facetime says connecting and never connects when i try from my ipad mini to my wifes ipad2. i am able to connect from my mini to her iphone if she is not on wifi. I assume that my home network is fine if i am on it and can connect to her iphone. For some reason it seems to not allow me to connect to her devices if we are both connected to the same netwrok.

Use a separate email address (free gmail.com?) just for Facetime on each iPad.
Sounds like you are using the same address on each iPad and it's like calling your own phone.
