not all songs will sync to ipod touch 4th gen

Daughter lost her ipod touch 4th gen. Attempting to restore from iCloud backup. It won't sync all of her music, even though it appears in the iTunes library. She has 154 songs, only sync'ing 99. Already tried "entire music library" "selected playlists, etc" with everything checked. Any help would be appreciated. Thanks!
