I can't connect my iPhone 3GS via Bluetooth to my Dell Studio XPS 9 laptop running Windows 7 64 bit. I've been onto Dell and they couldn't fix the problem. Can anyone help with this please?

All that is possible is tethering so that the computer gets its internet from the phone via cellular data. Blutooth for any other purpose is not supported and never has been
Why are you trying to connect to the computer via bluetooth, and what are you trying to do when connected.

To clarify, I'm trying to use the internet connection on my iPhone for the laptop. That is, use my phone as a hotspot. I can do this using a USB cable with no issues but I'd prefer a wireless solution.
Check this support document http://support.apple.com/kb/TS2756 regarding the Personal Hotspot. It may describe what you need to do.
