I recently dropped my iPhone 5 and the front screen is cracked, but it still works fine. I have applecare+ and I know that is is $49 for a new phone to replace the cracked one. If I just wanted to replace the front screen is it still $49 because I have applecare or is it $149?

Its $49 with applecare. WIthout applecare to fix a cracked screen on an iphone 5 its typicaly the out of warranty cost of $229

AppleCare is still the only offering outside North America and does not include accidental damage

Apple typically does not replace screens... only certain stores are able to replace the screen on the iPhone5 at this time.
The accidental damage option with AppleCare+ makes no destiction on what is damaged. It is merely $49 to replace a device for an issue that is not covered under warranty.
