iTunes download - "iTunes was not properly installed"

When I download Itunes for Windows 7 I keep getting this error message once the download is complete: "iTunes was not properly installed. If you wish to import or burn CDs you need to reinstall iTunes."

I have tried redownloading iTunes a countless amount of times and I am still getting this message.

Does anyone know how to resolve this?
