Problem with personal hotspot

My computer shows I am connected to my phone's personal hotspot, but I'm not getting an Internet connection on the laptop even though I have Internet in my phone. What to do?

iPhone 4S, iOS 6.1.3

Is your cellular account actually provisioned for tethering? This has to be set up with your mobile operator.
