iPod 5- Need help

My ipod displays this message: "This iPod touch cannot be backed up because there is not enough iCloud storage available.You can manage your storage in Settings." I've tapped the Settings option that's below this message but my iPod doesn't respond. I can't access my apps or photos or anything..the message just stays there no matter how many times I tap the Settings option. Here's a screenshot.
