In Time Machine, how do I limit the backups to only certain folders?

Just go to finder itself and take the folders you want and drag them to an external hard drive
In Time Machine, you can select which folders you don't want to back up. Open System Preferences > Time Machine > Options, and add the folders you don't want to make backups to excluded list.
If you only want to make a backup of some folders, you might consider the option to use a third-party application like Carbon Copy Cloner or SuperDuper, that allow you to select which folders you want to back up`
