why wont Iphone wont turn on, charge on turn off?

my iphone didnt want to turn off before, or charge, so i heard it could be water damage, i never had it near water, it was by my bed all night, and i woke ip and it would not work, so i put it in some rice, like i was told, but now it wont turn on at all, help
