Will I lose all my music if I restart the apple mobile device service?
No. But why do want to restart just that service? Just restart your Mac.
Because it is one of the recommended steps to take if your Mac and iTunes won't recognize your mini. I have the minimum requirements and have performed all the updates, so I am at a lose as to what I should do next!
Have you also tried using a different USB cable?
This cable works to charge the device, so can't I assume it should work for data transfer as well? If not, I will get one today and give it a try, I need another one anyway.
I think that is a reasonable assumption. However it never hurts to try another cable if you have one around.

This article is for iPods not ipad mini's?
You said simply "mini" and didn't specify.
Another thing you can try is do a hard rest of the iPad. Hold down the Power and Home buttons until you see the Apple logo.
