Will Apple ever add new loops to Garageband on the iPad?
Will Apple ever release new loops or allow a third party to create new loops?

This is a forum where users help other users and not a place where Apple releases future plans to the public.
However, if I would take a wild guess to answer your question - NO. Unless they are doing something major for a future FCPx-LogicX media files package collaboration, then - MAYBE.
As you see it is just wild speculation.
About thrid party products. There is no restriction for loops Anybody can make their own Apple Loops, do it yourself or by from third party vendor
