Forget about Pages: it doesn't produce web pages.
iWeb is an easy way of producing nice web pages, but now isn't a good time to start using it. It hasn't been sold or supported by Apple for several years; v2 doesn't work well with Mountain Lion and though v3 does it's quite possible that a subsequent system upgrade will break it - at which point you will have web pages you can't update and you will have to start over from scratch.
There are a number of other programs you can use - there are several threads in this forum discussing the pros and cons of some of them. My personal preference would be for RapidWeaver, though not everyone agrees with that - the cost can mount up if you start buying add-ons.
If you really want to use iWeb the first few paragraphs of this page explain how to publish your site once constructed:
You cannot publish webpages in Pages.
But you can use Pages to design webpages and then copy/paste the objects to iWeb.
