iphone 4 software update issue because disk using is full even though saving to iCloud

Trying to update an iphone 4 from 5.1.1 to 6.1.3 and keep getting an error message at the end saying the disk you are attempting to use is full. The phone has been synced and has room available but for some reason the software won't update. Suggestions?

Is this an over-the-air update, or are you updating through iTunes? If you are using iTunes on your computer you need about 3 GB free on your C: drive (Windows) or your Macintosh HD (Mac). If you are updating over the air the iPhone also needs about 3 GB free. All of this memory is not needed after the update is complete, but it is "working storage" during the update process.
