why find my iphone using iphone 5 and ipad can show wrong location

My find my iphone app on my ipad generally shows the proper location of my iphone 5. On occasion it puts it in a location about a mile from where it is. It occurs when my ATT service is showing low signal. This is a major problem for me. Any explanations. Please help as soon as you can.
