Which version of Safari is installed and which OS X ??

Mac OS X 10.6 Snow Leopard.
Safari version 5.1.9. (6534.598)
Might be a cache issue...
Open a Finder window. From the Finder menu bar click Go > Go to Folder
Type or copy paste the following:
~/Library/Caches/com.apple.Safari/Cache.db
Click Go then move the Cache.db file to the Trash.
Quit and relaunch Safari to test.
This did not fix the problem. However, when ever the cursor rests on the top bar the horizontal scroll bar stops moving.
