This support document will provide instructions on how to change the language, but you will have to be in the phone to do that http://support.apple.com/kb/HT2371
If you have synced and backed the phone up in the past, you can use the computer you normally sync with to restore the device and remove the passcode. See this support document for help http://support.apple.com/kb/ht1212
