how long will it take to download to new phone(info on a SIM card)?
I have a new replacement iphone 5 and the sim card placed in new phone has still not finished syncing and its been a couple hours. is this normal?

The SIM does nothing regarding phone info. It just contains the subscriber information. All of the data from the previous phone is in the backup and would be restored to the new phone when you do the restore. It also has to sync whatever other information you have such as applications and music. If you look at the top of the iTunes window, do you see it showing progress?
