When changing the address do we we delete the current account then use the old pass word?

Unless you are using iOS 7, you don't need to provide any password to delete the account. If you are, and your password is no longer accepted, then I don't know of a solution. If you're a developer, you can ask over in the developer forums as issues related to iOS 7 cannot be discussed anywhere else on Apple's site.
