I got an IPod reset but i want to put a new account but it says, "This device is no longer eligible for creating a free ICloud account." Please Help

Please help i need to make a account.

iPod touch, iOS 6.1.3

You are only allowed to create three free iClould accounts on one device:

HT4759 this device is no longer...: Apple Support Communities

Max of three iCloud accounts created on one IOS device

Same issue also this error,,i reset my ipad mini 3times...but now it show "your device is not eligible to create a new free i cloud account" what is the best solution for this issue..?
