Determining apps to sync...just quits
I drag any app from my library to my iPhone and I get

Waiting for sync to start
Step 2 of 3
Determinig apps to sync
*sync stops*

I'm assuming you're using windows
I'd recommend reinstalling iTunes specifically following the instructions listed in http://support.apple.com/kb/ht1925
If the issue persists, disable everything on your computer except for the iTunes components and the essential windows components of your computer and see if it still occurs

If the issue occurs, go to Edit>preferences>devices>reset sync history
If the issue doesn't occur, gradually re-enable services until you find the service that is causing the issue
