My ipa was stole in the house I believed one of my daughter stole it. I been trying everything to find it. I need your help to lock it and help me to located it. Please help me please. thanks in advance, sincerely, gladys rodriguez.

If it is offline, there is nothing you can do about it. It must be online - have an active internet data connection - to find it or do anything remotely to it.

First, report it to the police, even if you think that your daughter stole it.
If the iPad is offline, there's no way to track it because it's not connected to any network or GPS system that allows you to track it. If you have a Wi-Fi + 3G iPad with a SIM card, it can be tracked without a network because the Wi-Fi + 3G iPad has got GPS

Strictly speaking, not correct. The GPS system in an iOS device is a passive system only - it receives data but it is strictly one way.
All iCloud tracking and remote control options absolutely require a data connection. It can be over wifi or it can be over cellular, but the device must have a live internet data connetion. All communication between the iCloud servers and the device is over the internet. GPS is no more or less useful than wifi data location when it comes to find my iPad/iPhone. All either does is determine a map location, which iOS then sends to the iCloud servers over the internet data connection for display in the tracking feature of iCloud.
