Please help, I can't find face time and Siri icon on my mini ipad? Just bought it I have the IMessage icon and is able to use it.

There is no Siri "icon". You access Siri using the Home button. But you may need to turn it on: Settings App > General > Siri. http://support.apple.com/kb/HT4992
Same for the FaceTime function (but if it is ON, there will be an icon): Settings App > FaceTime > [turn it on and set you Apple ID. http://support.apple.com/kb/HT4319

Thanks for the swift response but.. It's not on the settings menu. iCloud, messages etc yes but not FaceTime.
We now have a iPad 2 and mini. We would like to keep it synced but would also like to use FaceTime,is that possible?
Where did you purchase the iPad? Facetime is blocked by law in some jurisdictions.
Just to be clear, the iPad 2 does not have Siri.

That explains why you cannot find it. Since you bought the device in UAE, it does not have factetime.
And as Meg pinted out, only the Mini will have Siri. It is not supported by the iPad 2

No. FaceTime is permanently banned in devices purchased in the UAE with no way to download. This is a government restriction.
