Just buy 15 gb storage for my ipad but i wan to know if works 1 plan for iphone and ipad at the same time

The storage is online on iCloud. It is not part of the memory space actually on your iPad or iPad - it's not possible to upgrade those. As it's online storage it's accessible to all devices logged into the account.
