Video from website shows play icon but when I touch the play icon the screen shows a blank white screen with no video. Please help.

Those maybe videos that are packaged into Adobe Flash Player as its container.
No iOS device can view any type of content that uses Adobe Flaah Player as its container.
You would have to search for another third party browser or app that is capable of viewing Adobe Flash Player content.
Adobe has stopped development of flash for all mobile devices.
If you want flash content you will have to download a third party browser.
puffin, skyfire, iswifter are a few.
Unfortunately I downloaded google chrome and had the same results.
Is this Google chrome on the desktop or for the iPad?
If on desktop, you would need to install the latest Adobe Flash Player for Flash videos to work with desktop Google Chrome browser.
If Google Chrome for iOS, this may not be capable of playing Adobe Flash psckaged videos, either.
Puffin, SkyFire and iSwifter are browsers that can access Adobe Flash video content.
