Q: i lost my ipad with the location services off!

Unfortunately, there isn't a way to turn it on remotely.  Your only option is to physically look for it.

You can always try but I'm not sure they will to be willing get involved unless asked to do so by the police.  It would probably also have to have an active cellular data plan with a connection to the internet in order for them to find it.

No, Verizon cannot locate it for you. Theorectically, they might be able to locate it with an appropriate supoena from law enforcement. But unless there is a larger issue involved than a missing iPad, that's not likely to happen.
