Simple answer no ,if it isn't working now nothing is going to get it back and you should have copied your photos to photostream ar copied to a PC/MAC
The pictures probably aren't on it anymore if it doesn't turn on. The iPhone has a half dozen built in ways to preserve photos, and 3rd party products add dozens more. If you didn't use any of them your photos are lost.
