Creating a new user account identifies if the issue is user specific or system wide. As everything seems to work in the new user, the issue has been identified as user specific. Log back into your old user account and go through the steps in the same article starting with the section labeled User-specific troubleshooting. Make sure to test the results after each troubleshooting step processed.
