My iPhone 4S has slow reception of imessages.

My iPhone 4S has slow reception of iMessages . Not a problem with home wifi because iMessage will show up on my iPad quickly but not come through on iPhone for up to 15 minutes. Both running iOs 6.1.3. What can be causing this?
